Expedited Financing of Climate Change Enabling Activity - Phase II (CRO/03/G31/A/1G/99)

PURPOSE

The project Climate Change Enabling Activity (Phase II), is an add-on component and follow-on to the project “Enabling Croatia to prepare its First National Communication in Response to its Commitments to the UNFCCC” CRO/98/G31 that started in March 1999 and was completed in September 2002 (Enabling Activity Phase I). The themes proposed for this project are in accordance with the priorities outlined in the Decision 2/CP.4, referring to the following:

  • Identification / submission of technology needs, and capacity building to assess technology needs, modalities to acquire and absorb them, design, evaluate and manage projects
  • Capacity building for participation in systematic observation networks
  • Developing / strengthening / improving national activities for public awareness and education, and access to information, including information from international centers and networks

The overall objective of this project is to continue to build capacities that will enable movements from the strategic phase, outlined in the First National Communication, to the creation of enabling environment for technology transfer. This project will utilize the same institutional framework and personnel that were involved in coordination of the preparation of the First National Communication. Exception to Phase I is that the project performance will be fully country driven. This will serve to maintain and enhance the country’s capacity to prepare the Second National Communication.
 

Main activities, objectives and outputs of the project:

 

TECHNOLOGY TRANSFER

Activity 1: Assessment of capacity building needs for transfer and implementation of GHG abatement technologies

Objective: To assess capacity building needs for implementation GHG abatement measures. To facilitate discussions on barriers and actions needed to overcome them.

Output: Report “Assessment of capacity building needs for implementation of priority GHG emission abatement measures”. The Report will address technical, institutional, legislative and financial aspects of capacity building needs with providing terms of references for the main follow up activities.

 

Activity 2: Capacity building to assess technology needs, modalities to acquire and absorb them, design, evaluate and host the projects

Objective: The objective of this component is to improve the flow of, access to information on environmentally friendly technologies and available in-country resources. This will be assured by development of a technology web page and by dissemination of information trough NGO-s actions by different means, like roundtables, technology campaigns, support of thematic journals and papers etc.

 

Activity 3: Disseminate information on technology transfer through the climate change web page

The climate change web page, which has been developed through phase I, will be maintained and new section on transfer of technologies will be developed. The technology section will include basic information about the project activities and domestic technology resources for addressing climate change. Adequate links will be provided for international events and information on transfer of technologies. The web page will be placed on MEPPP portal.

 

Activity 4: Public awareness actions

Project will support the following three activities:

  • Booklet on transfer of technologies for climate change mitigation will be prepared to be disseminate through NGO-s, during symposiums, roundtables and similar events.
  • At the end of year 2002 the two books on renewable energy have been issued, one with support of Ministry for Environmental and Physical Planning and another from EGE technical journal. These books give technical explanation of different renewable technologies with possibilities of their implementation in Croatia. Project will order 100 of copies of these books and disseminate to local authorities responsible for energy planning, to the selected stakeholders and to the main libraries in Croatia.
  • NGO Green Action is developing programme named “Solar Education Center” that promotes use of solar and other renewable technologies. Program supports Croatian Government by providing necessary facilities. Center is placed in old military base on the Adriatic island Šolta, and it is nearly ready to accept visitors. The project will support development of education programme for that center which will be prepared by Zelena Akcija NGO. For that purpose sharing experience workshop will be organized on island Šolta with participation of international and domestic NGO-s.


CAPACITY BUILDING FOR PARTICIPATION IN SYSTEMATIC OBSERVATION NETWORKS
 


Background: In the National Communication, the GCOS- related issues were only addressed to as information on institutions which could provide data on, and take part in capacity building activities. There is no program or a complete information system on the possibilities of development of GCOS observation points in Croatia.

Activities to be undertaken: Study the existing Global Climate Observing Systems (GCOS)- related materials from numerous sources, especially focusing on the UNFCCC GCOS standard reporting format. Information about existing climate observations and available resources will be collected to assess how those resources could be used for GCOS development. Draft concept of capacity building program for integration into international GCOS will be prepared. Available information developed within global and regional projects will be extensively used for that purpose.

“The National Communication Support Unit (NCSU) is currently developing regional/global proposals in several areas of work that might have implications for the national activities described in this project. Implementation of the project will be carried out in close co-ordination with the BNCSU to ensure that areas of synergy will be identified where possible, and to avoid duplication for cost effectiveness. The country will be informed of the proposed NCSU activities as soon as they are underway.
